The Rash is a disease that turns people and animals into monsters, to keep it very simple. I can't imagine if you were from my future, you wouldn't have heard of it. It ended the world as we knew it.
Kind of sounds like the deal with the oozesquitos and who they mutate, but...worse. I mean, it's hit or miss what the mutants end up looking like but for the most part if they were human originally then they still act like humans.
